CSE has submitted a formal response to the U.S. FCC regarding SpaceX's "Starmind" 1-million-satellite application. Our filing shows that reentering 200,000 four-tonne satellites annually will inject 800,000 metric tons of vaporized spacecraft mass into the upper atmosphere, threatening ozone recovery. We also highlight flawed reentry demise models, unverified laser mesh claims, and heightened orbital debris risks. The confirmation of offensive space-control weapons in Earth orbit is a dangerous escalation for our shared space environment. Military engagements in LEO risk triggering runaway collision cascades that threaten critical climate and telecom satellites. Being a 'first mover' does not redefine international law or turn space into an exclusive military zone.

The recent confirmation by the United States that it has placed offensive weapons in orbit is cause for grave concern about the long-term integrity of the near-Earth space environment. It is a turning point for both the security and sustainability of the Earth-space environmental continuum that

The CSE has submitted formal comments and procedural motions to the FCC regarding Amazon Leo's application for a 5,105-satellite constellation. We are formally challenging Amazon's request to keep its orbital safety data confidential. Commercial space operators must not be permitted to shield vital safety inputs from public scrutiny behind FOIA trade-secret exemptions.

Retinal hazards and glare from space mirrors

Projects of orbital mirrors reflecting sunlight towards Earth raise reasonable concerns regarding photochemical and thermal retinal hazards and detrimental effects on visual performance (disability glare). This paper addresses these issues based on some current eye safety and glare standards. Telescopic observations of single mirrors appear to pose a significant risk of photochemical retinal hazard. The risk is higher for vulnerable populations. Unaided eye viewing of a mirror keeps the retinal

"Nearly 70 years after the Soviet Union launched the first satellite, there is more man-made material in space than ever before. The increasing quantity of satellites and debris in low-Earth orbit—roughly 100 to 1,200 miles above the planet—is raising concerns of collisions that could damage or destroy spacecraft and satellites. One worst-case fear is that debris could set off a chain reaction of crashes, leaving parts of low-Earth orbit unusable."

‘This feels fragile’: how a satellite-smashing chain reaction could spiral out of control

Today, the space around Earth can no longer be considered empty. More than 30,000 objects are in orbit, and that figure is rising exponentially

Replying to
@raymaccarthy@mastodon.ie That is strictly true. Yet FCC makes decisions about licensing based on, e.g., disposal at end of mission to avoid generating space debris. It has no statutory authority to do so. At the same time, it claims to be categorically exempt from applying environmental impact assessments required by statute. All of this is made up without a strong legal basis.

"NASA pulled off the #moon landing in 1969 with a clear goal from the outset: to be the first nation to put boots on the lunar surface. Now, #NASA is heading back with its #Artemis program. But why spend nearly $100 billion to repeat a journey NASA has already made? The goal of Artemis is less obvious than that of Apollo — so much so that the justification for NASA’s lunar return largely depends on who is answering the question."

"The Atmospheric Impacts of Re-entry and Launch (AIRL): High Priority Actions and Recommendations", a high-level research agenda for studying the atmospheric impacts of #space activities, has been published. It addresses a critical and rapidly growing blind spot in modern aerospace expansion: the environmental footprint left directly in Earth's atmosphere by rocket launches and #satellite re-entries. https://zenodo.org/records/20831147 #Environment #SpaceEnvironment

The Atmospheric Impacts of Re-entry and Launch (AIRL): High Priority Actions and Recommendations

Whitepaper: Outcomes of the AIRL Working Group, urgent short-term research priorities including measurement campaigns to fill knowledge gaps. Spaceflight activities have expanded at an unprecedented rate over the last decade, leading to satellite launch rates being 10 times higher today than 10 years ago. The growing number of orbiting objects is increasing the risk of accidental collisions, threatening the long-term usability of key orbital regions. To mitigate the orbital risk, current industr

"The upper stage from a commercial Chinese rocket that launched last week has broken apart in space, spreading debris in a heavily trafficked part of low-Earth orbit home to the International #Space Station and a significant portion of SpaceX’s #Starlink broadband network. The breakup occurred shortly after the rocket reached orbit with 2 satellites providing direct-to-cell communications, perhaps around the time the upper stage was expected to perform a disposal burn."

Today CSE filed our Reply Comment with the U.S. Federal Communications Commission challenging Reflect Orbital's application to commercialize the night sky. We maintain that the FCC must uphold legal mandates by requiring a comprehensive environmental review before granting any authority that alters our shared nighttime environment.

"An array of man-made #satellites beam sunlight down to Earth. An artificial constellation of thousands of satellites illuminates the night sky. These scenarios might sound like science fiction. But between SpaceX’s plans to launch 1 million satellites as part of its satellite-based internet network #Starlink, and Reflect Orbital’s sunlight reflecting space mirrors, private companies could change the way our night sky looks."

"Putting data centers in #space would solve the biggest problems facing AI companies in the US today. But scientists have already raised alarms about the dangers of overcrowding in our current satellite ecosystem: ozone depletion from an unsustainably high number of maneuvers and even debris from satellites falling back to Earth. What happens if we go from our current count of 15,000 #satellites to 1 million?"

"SaxaVord Spaceport on the island of Unst is applying for a licence to start dropping large, disused rocket components into the sea north of Shetland over the next 12 months. The application reveals that there is a 'significant risk' that the debris could hit tourist and fishing boats, posing a threat to life. The Shetland tourism industry however, flatly rejects the spaceport’s plans, and warns that sea dumping could be 'devastating' for some island businesses."

Moving #AI #DataCenters to #space is high-altitude #greenwashing. We just filed comments urging the #FCC to reject Cowboy Space’s 20,000-satellite "Stampede" constellation. From stratospheric metallic pollution to escalating collision risks and threats to astronomy, the hazards of orbital computing are severe. The FCC must require a full Environmental Impact Statement (EIS).

"WIRED wrote about Reflect Orbital's giant mirror in September 2024, when the project was still in its early stages: 'The ambitious goal of the Santa Monica, California–based startup is to ensure a continuous supply of light for large solar panel installations.' Two years later, the Trump administration has given the green light to this provider of 'on-demand' sunlight."

"A dramatic rise in the number of satellites on orbit is increasing the amount of space debris, posing a critical threat to the capabilities of America’s national space systems, Maj. Gen. Chris Povak, deputy director of the National Reconnaissance Office, said Monday. 'The future gets more complex, not less. More satellites, more debris, more competition,' he said."

CSE has filed a comment on Starcloud's application to the U.S. Federal Communications Commission to operate an AI data center constellation of 88,000 satellites.

In it we urge the FCC to look beyond standard orbital debris arguments to address the "greenwashing" of AI computing in space, and the ideological push to sacrifice a global commons for private AI demand.
