The US necessarily wouldn't even need to spend more on healthcare to improve the health of it's citizens; a lot couls be achieved with stricter food regulations, like limiting the usage of corn syrup or sugar content in some groceries. Making food healthier means less obesity means less strain on the healthcare system.

Just come to germany, the government basically gives free money to everyone who comes here. Just claim that u seek asylum. Make sure to throw away your passport and other papers that can identify you. Then they can't deport you. Stay long enough and you can get Bürgergeld, which means the government is paying your rent, healthcare and you get like 560 Euros per month or so.
