"Members of the public and businesses need to think more about how they would cope with natural disasters, cyber-attacks or state-sponsored terrorism, the defence secretary has said.
He added that the government was launching a "national resilience conversation" to raise awareness, including advice for households like stocking up on food, bottled water and first aid supplies."

In late 2025, "every Dutch household [received] a 33-page government manual on preparing for an emergency. The manual provides tips for surviving the first three days of a disaster, when the government and emergency services cannot reach everyone. The government also advises creating an emergency plan, considering things like who will pick up the children at school if digital communication fails and what will happen to your vulnerable neighbor." https://nltimes.nl/2025/11/18/dutch-households-receive-manual-surviving-first-72-hours-national-emergency
