In late 2025, "every Dutch household [received] a 33-page government manual on preparing for an emergency. The manual provides tips for surviving the first three days of a disaster, when the government and emergency services cannot reach everyone. The government also advises creating an emergency plan, considering things like who will pick up the children at school if digital communication fails and what will happen to your vulnerable neighbor." https://nltimes.nl/2025/11/18/dutch-households-receive-manual-surviving-first-72-hours-national-emergency

  • Resilience planning for the national government: "The Japanese government approved an ordinance Tuesday setting requirements for designation as a "second capital" to back up Tokyo in disasters and promote decentralization. Hokkaido in northern Japan, Aichi in central Japan, Osaka in the west and Fukuoka in the southwest aim to apply for the status." https://mainichi.jp/english/articles/20261027/p2g/00m/0na/063000c
