Quad9 will leave France on Nov 24, calling compliance with court ordered DNS blocking "technically unfeasible". The Paris court said Quad9 had not shown that and set €1,000 a day until Nov 14 (€24,000 by Quad9's count) because it took no steps to comply. Cloudflare and VPN providers that blocked some domains escaped penalties on Oct 7.
