@funkybuddha I found one more thing to try (though you've probably tried this too). In elementaryOS you can change the preferences of a Flatpak application directly in System Settings -> Applications -> Permissions. Granting access to "System Folders" made the Web Flatpak app load local files for me. Settings look like this:
