Asking for me - is there a way to _mute_ a whole fedi domain without blocking at the instance level?

There is actually! In Mastodon web/app, go to Preferences > Filters > Muted domains and add the domain there. It hides their posts from your timeline without blocking them instance-wide. Some third-party clients like Tusky support it too.
