For a operating system kernel? Literally millions of lines of code and thousands of experts in specific areas will be lost. You'd have to be a well funded organization able to recruit and pay for the expertise you'd no longer have available to you. I worked on the Windows kernel, this is not at all a trivial undertaking. Linus knows this.
