Whatever you do, don't repeat the mistake the US did by mandating Project 16 with a proprietary voice codec without capping royalties, so Project 16 radios are 4x as expensive as Tetra ones due to price gouging (San Francisco had to play $500M just to upgrade its buses and trains).
