Uh, why is Systemd stuff dependent on any specific language, except for © kernel calls?

This is about the official systemd repository. They use a mono-repo-approach, where all the official components are in one repository and use the same build system, so adding a second language into that is a bigger hurdle. If you develop a third-party tool that somehow hooks into systemd, then you can use whatever language you want.

How do you use Kernel calls? Yes, you need a programming language. And why depend on a new language? Same reason why Linux is doing it. Rust provides some very nice guarantees and makes it easier to write safe programs than in C. Also newcomers might only know Rust and not C. So, why not? And not all functionality of systemd might just run Kernel calls, but may implement non Kernel specific functionality.
