@EdwinG@mstdn.moimeme.ca @jfmezei@cosocial.ca This I can give a solid answer to. PJCCI (the federal bridge corp.) had some long-term plans. But when Denis Lebel became Minister of Transportation, he saw a report about the condition of the old Champlain Bridge, the amount it was projected to cost just to keep it in safe operation, and he made replacement a top priority. Arup was hired to work out the plan for how to deliver the project. It really was fast-tracked, even before they found the crack requiring the super-beam.
