The remote operator took control because of the fire truck, decided to take an available lane, realized it was a bike lane, tried to back out, and panicked. 2. The nav system, which presumably knows where all the bike lanes and double yellow lines are, deliberately and autonomously choose to take the bike lane to avoid the blockage, and then an operator intervened. Either way does not bode well.
