Those in charge have always used propaganda and systemic oppression to enforce exploitation on the masses, and they have always tried to create a balance that made sure people had "enough to live and work", but "not enough to rebel". Either materially or mentally. That's why dictatorships always fail at some point: whenever oppression is too harsh, people will rebel. Capitalism finds a balance that benefits the elites so masses don't fight.

All of us. Because we're either small entrepreneurs, or employees, and we have no power. If we were "in charge", we could definitely have more power on the decisions. But everyone is dependent on GAFAMs, AI providers, and all tech that's built by engineers and owned by big corps. Even Open Source doesn't help because OSS itself has no power on anything.
