Perhaps a little more quietly than in the past, the next UN Climate Convention, CoP31 gets under way in two weeks time... we can expect: lots of pious words; but lots of blocking (through procedural manipulation, focus shifting and backroom diplomacy); claims the US withdrawal from the Paris Agreement is not fatal...
