They can consider LibreOffice if they need cloud features, with collabora and nextcloud. It’s way more complicated to deploy rather than just paying $60/user/month for Microsoft 365 E5, but nextcloud and collabora sell commerciale support, others sell managed instances, Germany is selling opendesk as a saas, and al on

Thing is, cloud features are very good for being productivity. And also for minimising mistakes, because you dont have multiple copies.
