The two discuss how they are essentally driving around, waiting to get noticed as ICE/CBP and then planning to start conflict with anyone and everyone who "impedes" their aimless operation.

But here's the thing, ICE/CBP agents are not traffic cops. If they have a problem with people's driving style they actually are probably supposed to call the local cops. So if they really think that person took an illegal u-turn they need to call the cops like everyone else. Being a bad or evening annoying driver isn't directly a crime and certainly isn't even "impeding" ICE's operations.
