Even ignoring the insecure drive… While being a US Citizen is a requirement for National and State level elections, it is not a requirement for some local elections. The District of Columbia and certain municipalities in California, Maryland, and Vermont allow non-citizens to vote in some or all local elections. So some non-citizens being registered in California isn’t unexpected, and is completely legal.

Correct, it’s somewhat rare but for example, the city of Santa Ana was in the news sometime in the last year for allowing non-citizen voting in local elections. It makes sense for them, although it I’m being honest, it makes sense for any long term residents to be allowed to vote if they’re paying taxes.
