NYT has some more details.
The failed primary circuit was based on "radio communications" at a center in Philadelphia.
The backup fiber optic line had been cut by a construction crew.
Date and time of damage is unknown.
The cut was discovered after the main system failed.
The damage is to a 600-foot section of the line between New Brunswick, N.J., and Newark.

CBS reports that the fiber cut occurred today. NJ Transit (not Amtrak) released a statement that "at ~9:45 a.m. today, a construction crew working on the Delco Lead project between New Brunswick and North Brunswick accidentally severed a fiber-optic cable while working at the site. Preliminary information indicates the crew was operating approx 10 feet from the utility markings." https://www.cbsnews.com/newyork/news/newark-airport-ground-stop-flights-delayed-faa-equipment-outage/ 4/n
