You can’t intentionally impede someone/something’s progress repeatedly, I think is the point. She’s welcome to stand off to the side and protest all she wants, but not deliberately and continually preventing the robot from moving. If she didn’t like buses and just stood in the bus lane one day and blocked traffic, she’d be arrested just the same.
