Widespread genetic testing at every level should probably be mandatory. Paternity tests, pre-school tests, citizenship tests, military tests, all of it.

We have a pretty solid science on determining what a person (and extrapolated out, a population) can do, what a person's weaknesses are, how we can help and fix people and we're just not using it because a couple of weird Middle Easterners want to pretend they can remain hidden in real civilizations. Kinda nuts.
