The hierarchy he mentions sounds a lot like what /opt is meant for.

No. The article is about the source tree of the kernel itself, not the binaries and other stuff you have on your system. OP just improvised a misleading and wrong “header” when they wrote “We soon will have a /slop dir in distros”. The text below is nothing about actually having it in distros. However, it is about adding stuff to the kernel sources, and that is attention-worthy.
