Thank you so much for sharing this.
I'm in a city in the SF Bay Area. Through a quirk of the 1940s implemented road, gutter, sidewalk and storm drain placement in front of my house, I struggle to keep gutter water off my yard as, every fall, it flows to/in my garage. After years of "working" with the city to try to get resolution, I've decided to try to get the city to agree to let me "harvest" that water as a matter of course.
This article really helps my case and gives me a pretty much complete set of requirements. The maintenance manual on the Tucson city website for Green Stormwater Infrastructure is a complete homeowner tool to do it.

Copy the pamphlet, adjust for invasives and plant hardiness zone and I've got my submittal.
Fantastic! Again, thank you so much for sharing this.
Best.
