Audacity preserves tags but not sure if it will preserve the type of tag your devices use. If it doesn't, there's a separate solution for that at the bottom of this post. Both programs should be available in your software center.
-import your songs into Audacity
-select all tracks and go to Effect - Volume and Compression - Normalize, and select your preferred volume. (In the same menu there's also Loudness Normalization, which adjusts "perceived" loudness. I haven't tried this.)
-when done, with all tracks still selected, go to File - Export Audio - select your desired file type under Format - select your sample rate, etc., if necessary - select Multiple Files (important!) - then click the Export button at the bottom
If the tags that are preserved are not the ones you want, you can use another program called Kid3-qt to bulk select music files and apply all the data from one type of tag to another type of tag.
