The EU decided to abolish ST (summer time, also known as DST elsewhere‍‍) and then nothing happened. Should we settle on the standard times we have or pick STs as the new standard? Countries disagree, resulting in a possible redraw of the TZ map. My proposal is to side step this issue by gently moving into UTC field by field. This will lower the stakes. The countries can make the offical move later. UTC is close enough and already in use. (Boost for sample size :BoostOK:)
