First, the regulations of every state already say insurers with networks must provide sufficient network physicians to meet patient needs or allow patients to go out of network at in-network rates. Second, federal law regulates most aspects of group insurance, and under the Constitution states can't encroach on that. So what's Illinois propose to do that's different?
