If the content never changes, you can just host plain files. This is the best way of doing it. Things get a lot more complicated if the content ever needs to change. You want comments? Someone's name in the corner? The ability to accept user input? You need a tool that actually do things like math reading from files on your sever. PHP is one common and fairly well establishrd tool. The way PHP works, the browser does not know the difference, but the website will.
