I don’t really get the thinking behind this, when you’re in power with a huge majority you can’t push a “money is tight, running a council is hard!” message without raising the obvious question “well why don’t you give them more money then?"

Ah, I realised it was from a think tank, but hadn't realised they're using the run-up to local elections (& expected terrible results) to apply pressure, rather than campaigning to get sympathy from voters https://www.labourtogether.uk/all-reports/big-bang-reform-for-local-govt
